Yes, the answer is b, and you don't need to add all the numbers and divide by five to figure that out (you should not need to do any calculations here - that's why you are given multiple choice). Just notice that the distances between every consequtive numbers are the same (every next one is 1000 greater than the previous), and that 29500 is in the middle of the sequence.

To find an average you add all the numbers up and divide by the number of things you added.

So in this you'd add them all up and then divide by 5.

As such the answer is B

Add all the numbers then divide them buy the total number of figures added...in this case 5. That's how you find and average.
