I wouldn't recommend going on a tour for your honeymoon because you are going to spend most of the time on a bus with a bunch of old people. If you want a really romantic get away then rent a car or get a train pass and go where you want. Some places that I think are really romantic are Rome and Florance, Strassbourg, France, Copenhagen (I live there so I am bias, but it is pretty), Salzburg, Austria, Budapest, Seville, Prague and lots of the small towns in Germany like Lindua in the south. Someone else mentioned Costa del Sol and I would recommend that if you want a little bit of fun in the sun. The advantage of renting a car is that you can go where you want when you want and stop at an cute little place you spot on the way. If you only have a couple weeks then I would suggust that you pick 3 or 4 spots and fly or explore a small area or a couple of small countries. Like you could decide to go to Rome, Budapest, and Salzburg and just get cheep flights in between on expedia or you could rent a car in Rome and drive north to explore Austria as well.

I wouldn't do one of those bus tours, if that's what you meant. Where you go depends a lot on how much time you have and what you are interested in and what time of the year you are going. One way to narrow it down would be by your ancestry. If either or both of you have european roots, you could go to those countries. Other than that I would stick with the UK, France, Benelux, France, Germany, Austria, Italy Switzerland. I think Paris in particular would be a great honeymoon destination. I was just in France last year again, and I loved it even more than the first time we went. We spent time in Paris and then took the train to Avignon and from there rented a car and spent a week in Provence and the Cote Azur. We visites Arles, Cannes, Orange, Nice, Monte Carlo and visited little hill towns. It was really really nice and I highly recommed it. If either of you are interested in history, there are a lot of roman ruins to be seen in the south of France. London and the UK is great too if you are an inexperienced traveler because of the language. Granted, most europeans speak English at least as a second or third language, but it sure helps when you can read the street signs and the dinner menu.

Go to Finland, it is the most beautiful country in Europe I have ever been too, if you go there in winter try Finnish Lapland, Husky Tours, snowmobiling, sleep in an igloo etc (just if you like snow)
the more typical places would be Spain, France, Italy, Spain, Greece, maybe Germany, not that special and exciting if you want something extraordinary
me and my fiancee, had the very same problem, now we decided to get married in New Zealand, solves all the honeymoon problems ;)

Try Spain's Costa Brava, along the Mediterranean ocean. Oh the paellas are heaven! Can't be too jealous though... Topless sunbathing is OK.
Spain's Costa del Sol is astonishing. Stop by Blanes to visit their beautiful gardens. You'll feel you are visiting a Greek god's residence. Blue, blue waters, sand-colored structures and that deep greenery!
If you want more adventure, it is sooooooo cheap to travel in their trains. For a couple of bucks you go from the coast to the Pyrenees up north, riding along beautiful extinct volcanoes, mountains and the most typical European-style houses on the planet!

Instead of the normal tropical getaway, go to Sardinia (a part of Italy off the coast of the Mediterranean Sea). The beaches are awesome and the water is crystal clear. The people are way nice and the scenery is gorgeous.
My wife and I went to little towns in the middle of nowhere and loved it. You really feel like you're getting away. There are some out-of-the-way places in Sardinia, too.

Start in England. They speak English. Take the overnight ship from Dover to Holland. Get a Eu rail pass. Take train to Austria. Visit German, Switzerland, Italy and France on the way back. Leave from Paris. You will need at least 3 weeks. Stay at B&B's. Have a great time. You will never forget it, trust me. LOL.
