If this is a council position it is the remit for a stupid woman with no idea about anything, drawing a thirty grand salary and having a two grand budget to misuse on wanky nonsense in schools.
They are parasites and unfortunately they are abundant.
Qualifications required include talking out your backside, failure in at least one discipline and wearing odd-looking clothes, all of which serves to bamboozle council dolts who interview them for the job.
It is a pre-requisite to be completely useless.
This is a job for life and comes with a Lifetime Of Non-Achievment award and a pension.

They write grants and solicit corporate funds. Usually any sort of annual fund drive among an organization's patrons would also fall under the auspices of the Development Officer.
