I've noticed myself doing this when answering questions and to be honest its more rhetorical than anything else. Complicated situations need more information so if the asker elaborates a bit they might get a better answer.

Isn't that what Socrates used to do? No, seriously, I think I learned in college that Socrates used to keep answering his students' questions with questions until they learned the answers for themselves, basically. Essentially, we learn by knowing the right questions and we learn them from the answering of a question with a question.

you normally do that when you are unsure of the answer by answering with a question you take the spotlight off you and gives you some time to think of an appropiate answer, lots of celebrities and famous people use this tactic when they are uncomfortable with a question.

Because most people think they are comics and by asking they are trying to be "funny". Their answers doesn't neccesarily have to relate to the questions, they are chalking up points (LOL) so they really don't care too much to answer.

Because sometimes it proves a succinct point that one could otherwise make the long way in a detailed answer.

Examples:

Q:"Are all Muslims Terrorists?"
A: "Are all Christians Witch-Burners?"

Q: "Why do people choose to smoke?"
A: "Why do people choose to drink?"
