You need to be a little more specific than "violating constitutional rights". If you want to file your suit pro se you need to give the state notice that you intend to sue it, and that has its own statute of limitations (at least in NYS). Also, there may be a specific court in which you have to file your claim, so you need to do a lot of research. (In NYS you can only sue the state in the Court of Claims) You are going to need to "state a claim, upon which relief can be granted", or your claim will be dismissed summarily. Plus, you can't just sue the state because you feel like it, because of a little thing called "sovereign immunity". Look it up.
A better idea for you would be to contact your state Division of Human Rights, for a start

how were you violated, your not stating your case, and i don't know how you think its a good ole boy state, i mean there are a ton of mixed people there, i lived there for 9 years and am from NY there is a HUGE difference

If you have plenty of documented evidence you wont have trouble finding a lawyer. If it's just your word against them you lose.
If you try to be your own lawyer you will find the system doesn't provide you with any information on the proper procedure. You will lose on technicalities.
The jails are full of people who think their rights were violated.
If you got busted and are now free let it go.

There are probably are attorneys who will take your case...go to the bar association, find out the names of attorneys who are licensed in your state but do not live there....or research some of the cases which have been executed already similiar to yours and find out thenames of attorneys on these cases....contact them...!!!!
