A student has taken test scores of 87,54,71,75,70. if the average of the 3 highest scores represents 65% of their grade and the final exam is 35% of their grade.. what is the range of grades in order to achieve a D in the course?

65 % of the Grade is from the average of the 3 highest scores (87, 75, 71, average is 78), so that's .65 * 78 = 50.7

In my district, a D was 70 - 74, so set up the inequality:
70 <= Grade < 74
Grade = .65T + .35F (T = Tests, F = Final)
70 <= 50.7 + .35F < 74

Subtract 50.7 from all sides:
19.3 <= .35F < 23.3

Divide all sides by .35:
55.1 <= Final < 66.6

Thus, you must receive between a 56 and 66 on the final to achieve a D.

ok this is what i would do. take the average of the three highest scores, which are 87, 75, and 71. now, multiply that by .65 to see how many points they got out of 65. i dont have a calculator near me so i cant do it but after you do that, you can guess and check. this is what i mean. say the average is 80, multiply that by .65 and you get 52, this means out of 65 total points, the person earned 52. say a D means in the range of 70 to 79, now start guessing and checking. say the person got a 50 on the exam, that would be 17.5 possibly points out of 35. add that number to 52 and you get 69.5, do you see what i'm saying? now find the highest number, and the total should equal a 79. HOWEVER i'm still not sure what you mean by D, different schools go by different gradings

Yo - people -- This guy asked how to set up the equation. He didn't ask you to solve it for him. Why can't you just help with that much without giving him the answer?
