You are dehydrated. the thing about that is that we never know that we are. Drink more water and use a chapstick.

Excessive cold, mostly occures in winter, due to deficiency of moisture, suggest to use Greasy thing like oil, butter ot the best's lip moisturiser sticks, to apply on lips, or at the most use your salliva with the help of your tongue to moist your lips very often.

weather, licking your lips too much, not mosturising on a reagular basis. Mary Kay has this fantastic lip mask try exfolliates your lips and makes them SMOOTH. Keep a good lip balm a apply often. I don't think the kissing stuff causes it-I think once your lips are smooth you will want to kiss and be kissed more often

Wind, cold and sun... if you wet your lips a lot that can cause them to be dry... use lip balm "Carmex" works great, plus drink lots of water every day.
