Good idea.

I did before, but was a rushed 8 days (for HK, Macau and Taipei).

Since you have the luxury of time, cover some of the islands in hong kong, spend a day or two in macau and comb taiwan through trains.

For a three week period, I would visit Hong Kong & Macau which makes a nice package. However, I would suggest considering Thailand over Taiwan for the longer portion of the trip. A very special place, you'd not regret it.
