which cannot defend for themselves? also what was the main reason for the 1999 ban on mercenaries in africa?

I don't have a good answer. There seems to be some sort of aversion within the UN to letting the guy with the most resources win - even though that is human nature and human history.

Maybe it's because the US lost in Vietnam and the British lost in the American Revolution - sometimes the poorer [in cash] of adversaries must win.

The U.N. has and always will be a corrupt organization unless it can be reformed.
