No, they are not reptilian, neither amphibian, they've been categorized as reptiles for a long time, but scientists have found there isn't really a common ancestor shared with them which would mean they're pretty much by themselves, they're just turtles

Reptiles, they lay their eggs on land. They don't spend any time of their lives living under water like a fish. That's what amphibians do.
