Ok let's be perfectly honest... I don't think so.
Well, I can only speak from the democratic side, I think a lot of us would have 'disliked' his actions but I don't think it would have turned into the pure hatred that we have developed for Bush.
Of course the Republicans would have hated him no matter if he did exactly what Bush has done... they always oppose anything a democrat does even when it is for the betterment of the country or even when it agrees with their issues. I call it cutting off their nose to spite a democrat.
With all that said, I think the difference is trust. The reason I literally hate Bush is because I literally distrust him and feel as though he is my enemy. That he is against me. That he is not doing what is for the betterment of the country.
Some ppl will say that he 'thinks' he is. I don't trust that. I have come to believe that he knows he is lying and he has some sort of bigger plan that is evil.
You see, you can only get caught in so many lies until you lose all credibility, all trust and then when it gets to this extreme, you are hated.
With Gore, I would have disliked his actions but I would have trusted that his decisions were for some bigger picture in bettering our country.

This is an interesting question.
The answer is no. People wouldn't hate him, because he would not have had the same group of felons, neocons, and hatemongers in his administration.
When Gore talks, he is not as antagonistic or seemingly stupid as W, either. This difference in manner could make a world of difference in how well/poorly a person is accepted.
Gore would be much more successful in international relations because he has a better grasp on shades of meaning, analysis of situations, and appropriate responses to words and actions. The knee-jerk, one-dimensional methods employed by the current administration are responsible for much of their failure rate, along with the singular knack of employing the least capable people in nearly every role except for apologist and argumentative positions, where their abilities far outweigh any reasonable level.
So honestly, W has cornered the market on divisiveness, generating hate and derision, and creating strife, discord, and misery. It's as if he's being paid to do so, and I don't think any other person could have done so more efficiently.

Gore would never stand up and fight for the USA like Bush is.
He might have been driven out of office by now for surrendering to the enemy.
