To someone who's honorable and moral, yes. Someone else... well, wait... if you have witnesses and you go to court here in the US, many states WILL recognize a verbal agreement, so, the answer is "Yes," under those circumstances. Turning back, only if you go and discuss it with the other person. You should act the same way as you would have the other person act, be a person of his/her word, and you be a person of YOUR word.
