I want to move to San Francisco for a year and I'm intending to swap my apartment with someone via a houseswapping service, and will not be working as I want to write a novel. I will be living off my savings. Will I still have to come back to the UK every 90 days, or is there some other kind of visa I can get? I do not qualify for a green card via spouse or parent.

It is possible to do this using the Visa Waiver, and leave the U.S. every 90 days. I have UK friends who have done this, but I would not recommend it because border control is getting much stricter. If you carry anything (like papers or whatever) that could make the immigration officer suspect that you are living in the U.S., you could get deported.

I would see if you can get a business visa that is good for 1 year - explain you are living off savings and want to live in the U.S. for a year to write your novel and shop it around. I think this is a B-1 or B-2 visa.

A business visa is definitely the way to go, so you dont have to travel in and out of the country in order to maintain your status. Its very easy to get, make an appointment online at the US embassy in the UK, they may want to know how you will be supporting yourself so as not to become a "public charge" and you may have to show intentions of returning to the UK after your extended stay such as property, business and so on.
Then again you can visit the US as a visitor and go back every time your entry stamp is about to expire and return again, but that posses risks as you look suspicious with everything going on in the world.

Student visa - just enrol in some short courses of study. I think the minimum is 3 hours per week.
