The answer is clear, and has already been stated here many times, but only once or twice did I see it exactly.
Two words: The Preamble.
One sentence that the founders of our country used to tell us, exactly, what the purpose of our new (at the time) government is. They used The Constitution of the United States to form our government, and the preamble was used to describe the constitution's(our government's) exact purpose, and frame the constitution for our forefather's generation, and EVERY generation to follow, as it is clear to see that they worded it to be something that was not going to be a temporary thing, but one that took care of the rights of future generations of Americans, as well as their own.
most of the posts here say the same thing as the preamble, albeit in your own words. Most are very well thought out 'cept for the one or two kooks I've read...but that's just my opinion.

To direct the services needed that all people must have to expand the economy,Build Roads ,regulate water and power , regulate currency , police and fire , education ,local ,zonoing and building regulations ,sewer sevices and trash collection and dissposal ,courts , jails , and prisons , regulate food , drugs , alcohol , and establish standards of safety among workers and the products they use , including regulation of childrens beding clothing along with standards for materials used in the manufacture of home goods and the building materials used .
FOR the most part government ensures that all people are protected from those who would intentionaly profit from others and provide an unsafe product , pollute the enviroment and create hazards in the community .
THEy also collect taxes and povide a military , coast gaurd and civil defense along with protecting our off shore rights to fisheries and sea lanes for trade and oil and mineral deposits .
They regulate airports and services related to flying and routes .
Government has been adding sevices for 200 years and it would be impossible to list them all but these are the most basic .

The purpose of government is to provide a framework for people to live safely, and, hopefully, happily and productively.
The words in the Peamble to our Constitution sum it up very nicely:
"... establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity..."
That's what Our government in the U.S. is supposed to do, specifically, as described by our Constitution. Really very cool!

The purpose of government is to impose laws regulating necesary conduct to allow society to function. The purpose of government is not to enforce personal or religious morality.

I'd say: "provide for the well being of the people they govern" as opposed to "provide for the well being of the governing people".
