Anybody can make up a word, so what is the criteria that makes it an unacceptable word

Any word that you use in vain can be a swear word.The use of "curse words" is most often thought of as swearing but you can use dog or dang or mud or any combination of words and call it swearing.
So any word that is used can be a swear word if you want it to be.

I believe it's the intention behind the word, so in my opinion it can be any word at all. There are however the 'accepted' regular swear words - which I believe had ill intent originally. For eg. I heard the the 'F' word originally meant 'Found Under Carnal Knowledge' and was tattooed on all the English convicts who were to be shipped to Australia. Hence being called a 'F...' implied you were a criminal...? Dunno how true that is???

Little old ladies sitting around together, knitting sweaters and baby booties, try to impress each other with how moral they are. One of their little games involved pretending to be shocked by overly gratuitous references to god or to sex. A lot of perfectly good words were judged as being too "dirty" for the ears of these sensitive ladies, and to our sorrow they were held up as moral exemplars for the rest of us to emulate. Now all of us have to go around pretending we're offended when we're not, and the presumed dirtiness of certain words gives a weapon to self-righteous hypocrites.

If said in the right (or wrong) context, anyone could find any word offensive.
