No one is going to like this answer, but it was probably Hitler. He capitalized on a country's fears and weaknesses and got an entire nation to follow his wackjob desires. His rise to power all started with some public speaking, he was otherwise a nobody and there was no other reason for people to follow him.

the one people listen to is the most effective. Thats usually the person with the most power- like the President of the United States or the pope. Or Alan Greenspan (cause he;s in charge of all our money!) :D
Best example: Winston Churchill (when he spoke people listened).
