The US encouraged them to "invite" the US to place troops in Saudi Arabia in the first gulf war. The military assumed that Saddam's objective was to invade and occupy Saudi Arabia, the US obtains 20 percent of it's oil from Saudi Arabia so it was in the US national interest to ensure this did not happen.
The air base was not part of the initial plan. Since the first gulf war did not end in regime change in Iraq, the temporary US presence in Saudi Arabia turned into a more permanent one.
A major unstated objective in the Iraq invasion was to allow the US to get the hell out of Saudi Arabia.
