Little bit of both I reckon - mostly nurture I expect. If they aren't taught respect for women by those who bring them up then they may be more likely not to know where the boundaries of good behaviour lie. Also, if they have a bad example from a male in the family, showing that perverted behaviour is the norm, then that will have an effect. However, even with the best up-bringings some men are just wired that way I reckon. Same with women, except it is less likely to be perverted behaviour, just other anti-social stuff such as rudeness, anger or arrogance.

Most respondents seem to have fallen for your insulting sucker punch, ie. all men are inherently perverted, but some can control it better than others, and so, are not obviously perverted. You need to explain what acts you consider to be perverted in the first place, before we can decide whether some men manage to avoid doing what they want to do anyway. Men certainly have stronger sex urges than women, and this strength will vary between people and will be stronger soon arter puberty.
I don't know whether you realise it, but even asking the question, in the way you have framed it, is insulting. Yes, all day, every day, men have to control their sexual urges, and it is you women that are presenting the temptation. That puts women firmly in control, right.
There is an in built contradiction in your question, in that, if it was in mens nature to be perverted (whatever that is) then such behaviour couldn't be described as perverted, because it would be natural.
Let me ask you a question, "Is it nature or nurture than makes women think that all men are potentially perverts"?
Finally, could your question be applied to women?

nurture. there are so many non perverts out there you can't think it is nature cause then there should be more perverts. like some places has more perverts than others and it's because it might not be as taboo. the perverts can be influenced or become obsessed with children from the environment.

But I guess you were talking "sexual" pervert... {in which case I would suggest that is most likely nurture} and I would like to know why you had to specify male... why not female... or even just be non-specific?
I wonder how it would be received if a question was posed about fat people that referred only to women... or dumb female blondes etc?

No not all men are perverts, i had a very varied sex life with my ex and it was her who taught me all the new things, where do you draw the line ?, is oral sex to be considered being perverse cause its not natural !, in my mind a pervert is someone who strays far far away from the normal sexual activities !.
