Check with eBay to see what the steps would be in reporting fraudulent information and see if you would be able to get your money back.

Start by contacting the seller. There are alot of sellers out there that list items they don't even have and wait for the products to arrive before sending out. Today is Sept 19th so I don't think 9 days constitutes an emergency on your part. If the seller doesn't reply in a day or two, contact Ebay. Reread the ad because some sellers will specify how long it takes to ship. Things come up for sellers that are legitimate reasons for delays. Give the seller the benefit of the doubt.

Make sure you have read all of the sellers policies. Some sellers post that up to a two week delivery will take place, while others say shipping is after payment is made and or ships within 2-3 days. Also, take into consideration the distance between you and a seller, the days that ups or fedex make deliveries on. In example if you purchased something on a Thursday and it made it's way to the company on a Friday, they might not ship until a Saturday, and Sunday is no delivery for most places. Today's only the 19th. Most eBay sellers have written in fine print that it could take from 7-14 days for delivery (some say it could take longer depending on who's selling what product). Wait til the end of the week. If you've not received it by Friday email the person through eBay (unless you have his full email) and find out what's on the up and up. Chances are it's still in the mail/shipping truck and it's on it's way.

I had the same thing happen to me twice. Once I ordered a blanket from someone in Canada and it took FOREVER to make it through the mail system. I contacted the seller and he swore he mailed it. As it turned out, he was correct, it just took (for some reason) weeks and weeks to get to me.

Another time, I ordered something and the seller was just a jerk. He had 101 reasons why he hadn't sent it. Then he ended up kicked off eBay. I never did get my product. Lucky for me it wasn't but a couple fo dollars I was out.

Anyway, long story short. PayPal DOESN'T DO SQUAT. You don't get reimbursed for small amounts of money. About the only thing you can do is turn them into eBay and hope they get kicked off. Sorry about your luck.

Go to the dispute center and put in a complaint against the seller. I don't have a link to the page, but here's what to do if you can't find it. Go to MyeBay and click on "Sell." Then check the "Auction Item" button. At the top of the page there is a "Live Help" link. Click that and ask for a link to the dispute center. Note the live help won't work with a pop-up blocker on, and sometimes doesn't work with Firefox. Good luck.

Don't think it's a big deal yet, but if you're concerned or have a question about whether or not it's been sent, contact the seller. Just go back to the item you "won" and there should be a link there to contact seller. Never do business with anyone who's been a seller less than 9 months or who has a rating of less than 97%. That's my rule of thumb :)

file a claim through paypal, they should refund your money, and will begin a collections account for the other party if he doesnt pay.
