the question is if i lived in the richer parts of city where i live would it be done quicker as i live in the poor part?

Who is responsible for the problem.

If it is inside your own house, tough luck, it's your problem.

If you live in a rented apartment (shared house or block of flats) speak to the landlord. If the problem id not getting sorted talk to a solicitor (lawyer in the US). Any costs incur ed should be refundable (you may even be able to sue for distress etc).

If it is a burst water main (ie a pipe outside your House, but possibly inside your garden) the issue should be sorted by the water utility. If it has not been sorted promptly speak to OF WAT (the regulator in the UK). they will be on the Internet or in the phone book). Again you should ask for compo if you have incurred costs due to the utilities tardy response.

The more fuss you make the quicker it gets sorted.

It's a shame to say that they do pay more attention to the wealthier toffs but if you are paying and they are late doing the work then you have every right to complain and refuse to pay the full amount!!! Don't give up, pester them and make a fuss until they give in and good luck xxxxx

It would probably get done if you lived in a smarter part of the city, no one can understand you.

If you're waiting for your local water company to fix the problem, write to them (don't phone) and give them a time limit to respond a) to your letter and b) to the problem.

If that doesn't work, go through their complaints procedure.

If that doesn't work either, contact OffWat - you can complain about them to their governing body.
