Not bad as far as it goes. You have a good premise for a story there, but there is no story as yet. You need some conflict in the story, something to keep the audience interested and in suspense until the end. What happens when ET returns? It's one thing having an extra terrestrial friend when you're a kid, but what about when you're a teenager? How would it change Elliot's life? How would Elliot react if, say, his first girlfriend met ET? Would he be embarrassed? Would she run a mile? Maybe ET coming back is the worst thing that could happen to Elliot as it would only make the authorities even more curious about the nature of their 'psychic' friendship. ET only just managed to escape last time round so the authorities probably won't want to make the same mistake twice. There's a lot of scope for both ET and Elliot getting into trouble. Remember, ET is five years older too - maybe that count's for something. Maybe ET has suffered a similar kind of depression, but obviously he has access to much more advanced medical technology than Elliot does, but maybe even ET technology cannot cure him, so you could make some kind of 'there ain't no cure for love' point in the movie.
Just ideas. I like your premise though. Good luck with it.

It's good if this was still the 80's or the 90's. Now it's not so good after so many hi-tech, super-creative, plot twisted sequels, you know what I mean!

You've started the story, but you'd have to finish it. Right now you've barely made it into act two.
Also, be advised that you would have to get permission from whoever owns the "E.T." rights in order to publish or to make a film from your story.

It is certainly a lot better than a lot of sequels out there.

I think it's a nice idea, I'd go see it. I loved E.T., i think it's a nice idea to pitch to Universal. Good Luck
