I transferred the file from camcoder to my PC in DVD format through Audio/Video cable. It is runs with perfect quality but when I do some editing through software Power Director then converting to mpeg format, quality gets degraded. What should I do to make high quality VCD, what hardware or software is required?

Not quite sure the kind of quality can be achieved by consumer software other than actually learning Linux and use FFMPEG's better encoding algorithms to encode video.
It can create a decidedly higher quality MPEG video then what I can achieve in Windows. But that means you've already got whatever hardware the issue is software.
Degradation in quality is unavoidable since a conversion was in the middle of the process, but I meant the result in a Windows-based software is blocky MPEG while FFMPEG produces smooth anti-aliased MPEG video similar to the DivX setup that a digital camcorder uses.

If you have an XP Home Office Media Center Or Pro it should come with "Windows Movie Maker". Open, install, click import audio or video, select audio, click ok, click import audio or video, select video, click ok (then audio and video should appear in collections), click and drag audio to desired spot in timeline, do the same with video and click burn to cd.

in case you wanna convert VOB to MPEG or AVI , i think of you prefer a video converter , and on a similar time , it would be incorporate some settings for you. i like to apply AnyMP4 video converter , that could cope with all the favored video codecs. you will have a attempt .
