Sorry friend! But there is no free pc to phone calls. But u can use pc to pc calls by Yahoo! Messenger, Windows Live Messenger, etc.
Or if u wanna use cheap calls try sify internet calls.

VoIP telephony (meaning use of the internet to route voice calls) is only allowed in India for ISD calls. One cannot make calls within the country to a telephone using VoIP.
To my knowledge there are no free service providers allowing you to call a phone for free. However, you can make use of different IMs instant messengers like Yahoo Messnger / Skype / Google Talk etc. to make voice calls between two computers for free. Audio Quality is dependent on the speed of your connection.

u can download skype messenger
it gives u a clear sound
but no messenger will give u free pc to phone
