Goldmine and Act! are the 2 industry leaders in CRM right now. I personally prefer Act! although both are excellent programs.

If you are trying not to spend any money, head over to the Microsoft Office website. There are several templates for Access/Excel/Outlook that provide basic CRM functionality.
