what are the steps involved in the budgeting process?

The question has been asked in Small Business section. Budgetting for the same involves the following:
1. Ascertaining the level of production and cost involved
2. Allocating expenses from (1) to different heads
3. Deciding the overheads
4. Income and additional amount to be put up
5. Heads on which these are to be allocated
It is needless to say, the plan of action, the budget can only be arrived at when we are about our programme of sales/production which will involve market assessment.
