The phone is told from the service provider to sleep until I have something for you. And it knows to report in every hour or so to let the system know it's still here. The chirp you hear is a burst of information being radiated from your phone that is picked up by the magnets in the speakers. If you are about to receive a call it wakes up and sets up on a traffic channel that passes the information on to the phone. There's more to the process but that's the basics on it.

It's updating its signal and location, scanning around the immediate area to see which phone mast is providing the strongest signal. If you're about to receive a call you'll probably get minor speaker interference too, a buzzing beeping noise that'll settle into a hum as the phone starts to ring and will continue for the duration of the call - more so with older speakers.

The mobile also sends a identification signal to a local transmitter every half hour or so, this has been used as (circumstantial ?) evidence in court to demonstrate that someone was in such and such locale at a certain time.

because your mobile is on, its constantly look for a better signal. the signal from the ariel inside the phone makes a chirpy squeeking noise near electronic gadgets as they are clashing together. inside every speaker is a magnet. that magnet is trying to pull the ariel inside your phone as that is metal too (lke joining to magnets together to get the magnatise affect). thus created the noise
