Do not list an American president among the most brilliant "primate ministers" in the world, it belittles the office of the president. A prime minister is the head of government, while a president is the head of government and the head of state. If you doubt me, look at the diplmotic ranking at Potsdam.
Because the person puts the question in the present tense, I'd say Manmohan Singh of India.
