they are trying to show you something and they need you to look into that direction the head is tilted toward. .It's a silent way of talking about someone.

They are showing interest either in what you're saying, doing or in YOU. It's simple body language.

maybe they recognize you and are trying to remember where they saw you or maybe they feel sorry for themself and want you to show pity (don't) or they like you
