You can't.
Your whole body sweats 24-7, but your poor feet are trapped inside shows and socks, and it can become uncomfortable and even problematic. Just try surgical gloves for about 10 minutes, and your hands too will be stinky/sweaty.
So the solution is to free your feet, at least temporarily.
You can control foot sweat by what the others have already suggested. Powders can do wonders to absorb moisture.
Extra thick gym socks can also help. If your workplace/school forbids them, wear them underneath dress socks.
Avoid shoes made of vynil. Insist on leather tops. How about open-toe or Birckenstocks if there is no dress code forbidding them?
If you are talking about excessive sweating, maybe a little extra care might be in order. Do you swim? On your lunch, maybe take a dip, dry your feet carefully, re-powder, change socks, and you should be OK for the p.m. The chlorine from the pool water will work for you to dry out your feet. (I swim, and actually, you may end up using a mositurizer for cracked skin on the heels, etc.)
If you can't do this, carry a change of socks in a tote-bag, maybe just duck into a stall in the washroom, go over your tootsies with an astringent medicated pad (like for acne), re-powder, and replace your socks.

Useing baby powder could work but because of the scent it can also cause you feet to produce a foul oder, so I would suggest that you use something like Gold Bond or any type of medicated foot powder. You can go to your local store and buy some type of powder. They make all types of foot powder and most is used for sweaty feet. If it is used for a couple different types of foot problems such as Athletes feet, Sweatyness, Itching and etc... you can still use it because it will stop you from getting a fungus on your feet which is Atheletes feet. If your feet still sweat after you trying the over the counter powder I would strongly suggest you go to a DPM (Doctor of Podiatric Medicine- Foot & Ankle doctor) because you could have a problem with your sweat glands or something else. Wear flip flops when at home and wash your feet when you've taken your shoes and socks off normally works for me.
Perhaps putting baby powder in your shoes and a bit in your socks will help keep your feet fresh and smelling fresh too not to mention your shoes

Use some Gold Bond powder and also spray your feet at night with a product called Ting, this will help out tremendously you can also get some Tea tree oil, it stinks at first when you put it on, but it works wonders.

Gold Bond powder! That stuff ROCKS! I put some in my shoes before I put them on in the morning. There's a little heat from the powder, but it'll fade. You'll be as dry as the Mojave Desert!

keep them in a draft. you cant stop any part of your body sweating. just deodorise your shoes plenty.
