sycophant, although that means "informer" originally in Greek
"lickspittle" is a good old Ango-Saxon word for the same thing

Sounds like codependent, they need this person to "need" them, feeding their own sense of importance.
Or emotionally dependent, which is much the same thing. We just called it clingy!
