There is no fuel in the Engine, its in the gas tank, which is a seperate part, on a small engine it would be foolish to siphon the gas from the tank, unbolt it a dump it in a can.

If you can fill the plastic hose with gas, insert one end of hose then lower down the other end. or else insert the empty plastic hose into the engine opening then sucked in the gas and do siphoning.

the old time way was to put a hose in the gas tank
making sure to keep one end of the hose the one you suck on, below the level of the other end.
nowdays there are inexpensive little hand pumps you can purchase at any hardware and that should work for a small engine
it is a pump mainly used to pump kerosene into kerosene heaters

You can purchase a syphon hose that has a suction bulb on it. Place the engine higher than the container you are putting the gas into. Squeeze the bulb until the gas begins to flow.

DONT do this by mouth...its dadly

theres small HAND POWERED pumps out there for siphoning.

powered ones risk blowing you up so get a hand one or unbolt the tank and get the gas poured out

now if your thinking of stealing gas from others I suggest you think more about this...

before you begin, you should get completely drunk on alcohol, that way, when you are choking to death on the toxicity of the petrolium, you want care.

alternatively, you could ask a professional to drain the engine via the fuel line or you could simply purchase more fuel.
