Syrup is heavier than the water thus takes more calories (energy) to get heated similarly at the time of to get cool it took more time to release that calories (energy),
Thus a boiling syrup produce a more severe bun than boiling water due to ability to absorb more heat

Sugar solution boils at a much higher temperature than water, depending on the concentration. A sugar solution also has a higher specific heat (contains more heat for the same volume) and it also sticks to the skin and doesn't run off so easily, so the skin is in contact with more liquid for longer.

Because the water runs off your skin while the syrup sticks and continues to burn you. If this ever happens to you. Stick the burned area in cold water as fast as you can to lower the temp of the syrup as fast as you can then seek out medical help as fast as possible. I hope this helps you.

boiling water runs off yr skin but boiling syrup stays on it and it also as it is thick keeps the temperature more than water
