First you need to know what soils are made up of.What is soil made of? For one thing it's not just made of dirt. Dirt is made of materials that plants avoid growing in. Soil, on the other hand is made up of a mixture of decayed organic material, living organisms, and minerals. The organic materials comes from dead plants like banana peels and last year's leaves. The living organisms range in size from moles to microscopic bacteria. The minerals come from the rocks underground which are classified as bedrock.
Soil is made up of many layers. This is due to the fact that plants grow on top of the soil and rocks are found underground. The type of soil that forms in a region will depend upon the climate, the bedrock underground, or the plants growing there. Although all soils are made of these basic ingredients, there are many variations. In forests for example, the soil may be deep, rich, and may have a dark brown color. In sandy areas the soil will be dry with a dusty gray color. In tropical regions the soil is often very deep and bright red.

But soil contains silicate group of minerals. Silica melts in a very high temprature of around 1000-1500 degrees.
So it depends on the soil.

God says it not only can but will melt at the end..

Two big events will take place at the end of the world, according to Peter. First the heavens shall pass away with a great noise. This means the atmosphere will pass away with one big explosion. And second, the elements shall melt with fervent heat. Man knows approximately 105 elements in science. The great majority of these are called natural elements. For example, hydrogen and oxygen are well known elements. The proper combination of the two parts hydrogen and one part oxygen will make water. These two elements, hydrogen and oxygen, will melt with fervent heat, as well as all the other elements out of which this material earth is made. The great result of these two events will be, "the earth also and the works therein" shall be burned up. This earth will be destroyed with all of the banks, land, building, and other material possessions.

Yes it can. Silica give glass. Sand can be melted at high temperature. I don't see why soil can't be melted. Perhaps at higher temperature than sand because of its water & impurity content.
