OMG still using 98 you realise that Microsoft have discontinued it and are no longer making security patches for it.
You obviously have the set up disk if you cannot start up 98 that is there at all then I am afraid you are screwed for the info that you are trying to save, but if you can still start up 98 then do so and then pop in the 98 set up disk after it has finished booting and when the set up window comes up just upgrade. It isn't really an upgrade but it leaves info already on the hard drive intact. All it is doing is repairing files. If the files you are trying to recover are so important you need to get the program spinrite by www.grc.com Steve Gibson is the security expert. Spinrite costs money it is not a free program. It recovers information off of hard drives, it is the best program available.

Use a partition manager like Partition Magic. It will allow you to make a new partition and dual or multi-boot, use that option. On your new partition you install windows 98 and at start up the machine will ask you which operating system it should load.

As you are asking I guess you are novice user.
That's why I am suggesting you simple procedure that will help you
Use Rewritable CD and write your data there.
Format and Reinstall.
Copy from R/W CD
This will be the easiest and any User can do this.

Windows 98 ....
suggest you extract your HDD and place it in an external HDD casing and extract you data before you perform any of the suggestions ( no offence guys...)
You never know what will happen...

Just reinstall it over itself. I use to do it all the time. It will leave all your files intact.
