I don't think you need a requirement to make a female friend. I think you can make a female friend by making conversations, getting to know her, hanging out. Never know she could next be your girlfriend, or your best friend in the entire world.

Not be envious or jealous. The moment envy comes in you cant be objective in your advices and sincere in your friendship.
Always be happy that your friend is doing better. Even if it means doing better that you whether it's work, boyfriends, family or money!
Girls can sometimes be very bitchy....be bitchy to the other party who has done injustice to your friend. Loyalty is also an imortant trait. Doesnt matter if your fren is in the wrong, when she's complaining, she is right! then when she has calm down, you can give sounder advice on where she has gone wrong. haha
Loyalty also means you do not date her ex (whether boyfriends or otherwise) nor will you be interested in the same guy she likes.
It's a tall order to be a good GIRL friend. But when u need a shoulder to cry on when your world falls apart, nothing beats a GIRLFRIEND.
