Just because it is illegally parked doesn't mean that you get to be a blind dumb*ss.

I would say he gets a ticket for being illegally parked and you are at fault for being a blind dumb*ss unless you can show that the car being illegally parked had blocked you in or somehow put you in a position where it was difficult to move your own vehicle.

THe illegally parked car will get a ticket for the illegal parking, it is still your responsibility to not hit it though.
