Because conditions there have not advanced to the same state as others. Factors that contribute to improved living conditions include education, health care, govt stability, economic stability, imports, & agriculture. If we help those people in those areas, that will help them to help themselves to improve their lives.

Ecclesiastes 9-11 (new international version) "I have seen something else under the sun-The race is not to the swift or the battle to the strong, nor does food come to the wise or wealth to the brilliant or favor to the learned; but time and chance happen to them all. Ecclesiastes 5-8 & 9(new international version) If you see the poor oppressed in a district, and justice and rights denied, do not be surprised at such things; for one official is eyed by a higher one, and over them both are others higher still. The increase from the land is taken by all; the king himself profits from the fields.

My friend, its a product of capitalism. When you have a system by which corporations develop and privatisation is encouraged, bosses have free reign and pay workers pittance. So of course the bosses get richer while the poor get poorer since prices are continually on the rise.
In the case of Africa, i guess its the lack of resources. Western countries try to exploit whatever they have. Do not forget that to survive, you need air, food, water, shelter and medicines for diseases.

well in africa, im sure that a dollar will go further, but also i doubt they are growing healthier and stronger. also, they don't have all of the bills that we have to pay
The reason is capitalism, it favors the rich.
you obviously haven't been in poverty as you asked this ignorant question. Imagine yourself, with no support from your parents, living on your own. imagine you have no college education, if you even have a diploma/GED. Imagine working your a.ss off at your job as you know that people like you come a dime a dozen to your boss. working bad hours, if you even have enough hours to support yourself and family. imagine those around you having more, interested in hobbies, aka ways to spend money that they have but you don't. imagine cops treating you as inferior as the way you dress makes your financial state obvious. imagine having to keep an eye on everyone to keep the few things that you have. imagine the humiliation of spending food stamps at the market. imagine not even qualifying for it and wondering whether to eat or pay the heating bill to stay warm during winter. imagine your kid having to not participate in school programs because you can't afford it.
now remember, people here in the USA have to pay, car insurance, gas for their cars, maintance for their cars, food, heating bill (airconditioning is a luxery to us poor), rent, health insurance (many of us don't have even though we need it), water bill, electrical bill, habits(ex. cigerettes most people have a very time quiting), garbage bill, phone bill, traffic fines, child care(for those single parents and some who are still together even), the list goes on and on varying from person to person yet all of these items are required. 1 dollar a day doesn't even cover a roof over your head, hell it doesn't even cover food.
and people look down on us like we are scum, shame on you

Human nature. Buddhists believe that the state of the world- the two extremes(poverty and riches) are part of the inconsistence of this world. They say that this planet is full of misery, poverty and cruelty, but that it is also full of joy, happiness and love. It is simply part of the world plan.
Obviously, it is also a political matter. The fact is, that rich people aren't always happy and poor people aren't always sad. It's what you make out of life that counts. :)
