*BLANK* is the best programming language, because I'm currently being paid Big Dollars to use it. Fill in the *BLANK* with any programming language, buy me two manuals/books and a compiler and I'll do it for a set fee aggreed on. Not advertisement, fact. If you are going to be in software, you are going to be in multiple languages.
Many will say C is your answer, because it is extensible, flexible and stable. It also allows hardware access and assembly language like instructions.
Many more will answer C++ because it can do almost anything C will and has object oriented capabilities. It also has better type checking and error handling.
More will say Java because it will not allow all the errors you can get away with on C or C++ and it is object based as well as object oriented. It also has dynamic storage collection (garbage collector). It is also platform independant and totally reusable code base.
Some will cry out PHP is the best thing since.....
Get the picture? It is one big horse race out there and we haven't even seen the finish line yet. Jump up on a horse or two and ride to learn then learn to ride and finally place your bet and *GO*!

There is no such thing. Different languages suit different purposes. For example, a lot of people seem to like Java, but if I was running a weapons control system, I wouldn't want to see "powered by java" on the box!

Your question is too open-ended. You could be more specific, such as asking something like, "Which language is the best for Internet applications?"
Keep in mind that a given answer may also change, depending if you are asking the question for professional reasons or recreational programming.

narasimha... One cannot say which one because it depend on what you wish to learn. You can use JAVA, VB, DELPHI, C#, TAKE YOUR PICK and see which one you think is best. Java and C# are similar. Furthermore C++ is still going strong
