I don't think all service packs are updated to the point of release. It's logically impossible, to keep something updated, when you know there's always just gonna be a better version next week.

The first is true for virtually all service packs, however there is greater customisation according to what the consumer wants now a days.
The second is often untrue at some degree (no matter how minute), especially with Microsoft!
The third is true for all "service packs"
