A lot of websites offer web space for free or for a cost... buy some web space and get a web site designed by some one upload files to ur web space and ur done

To start off with your own website but space provided by others you can use:
www.blogger.com
this is very famous blog site and it provides you the name as:
"www.
Also there are few other ones like geocities.com
For more you can just search it through Google.
However, if you want that the site name should be fully yours then you need to pay to some amount to the space providers. You can contact to the Internet website providers.
If you want to pay for your own site you need to contact the ISPs.
