Yes you can adopt a child from another country. You can do a yahoo search on foriegn adoptions or look up adoption agencies in your local phone book. Many people choose to adopt kids from another country because its much cheaper than adopting one here from the United States. The age of the child does not matter either, but you would be able to find an older child much easier than if you were looking for an infant.

Adoption is legally recognized in India. You can adopt from India. If you want to adopt opposite sex (male child), the age difference between yourself and adopted child should minimum be 21 years.

While doing a Yahoo search is fine be aware that there are a lot of scammers & incompetents in the adoption business. Suggest you do your Yahoo search, not for an agency, but for an adoption support group in your locality. Speak to the members & attend meetings & get referrals to a reputable agency.

I don't like giving people bad news but you can't adopt from China. You're too young. They have a mandatory minimum age of 30.
