Mostly ignorance. The administrators don't want to deal with it.
Also most parents do not teach their children how to behave and to not make fun of others. So, the "normal" kids would be cruel.
One of my brothers was diagnosed as "retarded" because he was severely dyslexic.

Degree of mental retardation is a factor to consider. I don't think an IQ below of below 70 can get much out of the normal class room.
Learning disabilities is not the same thing as retardation but it is often confused. A mentally retarded person has an IQ of below 70. A slow but normal person has a IQ of about 70-85. A learning disabled person usually has an IQ of 95-130 BUT performs as if they have less intelligence for various reasons.
I don't see letting the retarded get included. Not unless they can do the work, in which case I don't think they are really retarded.

Based on my experiance and the experiance of my friends, if physically and mentally challenged students are integrated from day 1 in Kindergarted, integration tends to go well. It's when integrations happens later on that there is alot of prejudgice on the part of the 'normal' kids.

Some are so severely retarded that its a distraction for others.
Hard for them to concentrate on their studies.
