No George wasn't stupid. All of the characters in Seinfeld were original and different. There is a part of George that everyone has although he is more exaggerated. The whole point of Seinfeld was to accentuate the anti-social aspects of everyone's character.

All of the characters were inherently selfishand stupid in some sort of way. That's why in the Seinfeld Finale, they all went to prison for that selfishness and being self-absorbed.
They failed to stop a crime from happening, which resulted in them getting sent there. Whether that was selfishness or stupidity, that ignorance made them guilty.
George was selfish, but I think in a toss-up between him and Elaine, Elaine was devious.
There was that episode where she lied to Jerry about Jerry's car getting damaged so she made up this wild story about them being assaulted and chased.
It was so that when she'd break the news about the dent in the car, Jerry wouldn't think anything of it because he was still focused on Elaine and George after their supposed atatck.
That was total manipulation.

A friend of mine had a run in with Jason Alexander many years ago. Basically, Jason Alexander (George) thought that my friend and his co-workers were stalking him, when by coincidence they just happened to see him at neighborhood gas station each morning (mind you, this was a group of 4-5 adults). Talk about method acting! And, yes, both Jason and George are dorks!
