You need a program like Photoshop CS2. Place the pic in any of the programs that come in the package. CLick File then Save As and select jpg instead of tiff. Now it is saved as the other type.

Get Gimp at http://gimp.org - or better yet, go to the direct download site for gimp at:
http://gimp-win.sourceforge.net/stable.html
Download and install GTK+ 2 Runtime Environment, then download and install The GIMP for Windows.
GIMP stands for GNU Image Manipulation Program. It is the same type of program as photoshop, but it is free. This will convert tiff files to jpg and any other format you want.

Open up the file. Go to File. Go to Save As. Click on the bottom drop down menu. This will give you the options you can save it as. Find .jpg or .jpeg and click on it. Click Save.

Jake Cigar is very correct. He did not name the graphics files available with you. One software MS Paint is already available with you. The other things are photoshop, paint etc. Simply open the required file and then use the save as option and save them in the format you require.

Well for starters and if you want to keep it simple...
You can use Windows Paint programme..
Open your picture in paint and when you save select the option to save as .jpg...
