pulling it out fast may not work because on some cars there is a small
motion stop activated switch( pendulum type) in the s/belt housing that moves when there is sudden motion (stopping) from the vehicle. it catches a cog of some sort and locks the belt in a crash, you might have to try going about 20 mph and put the brakes on and see...it's not how fast the belt comes out , it is the motion of the car and sudden stop that activates it, if the lite is on there may be a loose connection under the seat some where or going into the seatbelt housing some where...check on the female side of belt for wires and any disconnection

SURE.
Sometime when there is no one behind you, hit the brakes pretty hard and try to pull the belt out. It should lock if it works properly.
The light is on because of a malfunctioning switch most likely the one in the belt buckle itself. The light is there to annoy you so you will put the belt on but normally it has nothing to do with the functioning of the belt.
You might be able to unplug the wire that goes up to the buckle.

Step 1: Put your foot on the brake
Step 2: Push on the seat belt with your chest
Step 3: If seat belt gives, it is broke
Step 4: If it doesn't, its your light(more Likely)

if the light is on, then it's just a sensor :) not a big deal, I don't wear a seat belt at all, it's not comfortable to drive
p.s. at least if i get into an accident I will fly out of the window and won't die :) most of the time seat belts kills :( can't get out of the car, it stalls. That's why small kids require to use child seat, so they don't get decapitated, nasty stuff....

just yank it fast if it catchs and dosent move its save but if it allows you to pull fasat id have it repaired it may just be a fuse
