those type of questions are difficult to answer, but I can give you an example of the opposite. My second cousin had light parents. Light hair and eyes. She was born with brown eyes and brown hair, and a little easier to tan. She was the only one of her siblings to be like that. The others were fair, and easy to burn. Unexpected things can happen. Also, my mother worked as a nurse, and one of the nurse aids there had a baby. She was white, and her husband was black. Their baby was blond, blue eyed, light skinned. He made her get a blood test, and the baby was his.

Plus it can go back even farther than the parents. The genes floating around inside every person are a mixture of all the ancestors who came before them. Genes can be passed to several generations later that were not evident in any of the ones between.
If Great great great great grandma was the only one to have blonde hair all of her grandchildren might have black or red hair with no blond for four generations then poof, all of a sudden there will be a blond child. The genes are just randomly assigned and it is impossible to know when they will appear. I know a blond couple whose parents are all blond, the grandparents are all blond and yet they had a little brunette boy. See what I mean?

Yes, the parents can, if their parents are. There is not much chance, because it is a recessive gene. If one of the parents parents have blonde hair blue eyes, the child can get it.

for a child to have a recessive gene that is blonde in your case the starin should be present from both the parental sides that means that if the gene is present in the wifes family and the husbands family although they themselves are not blonde then there kids can be blond.

My parents both have VERY dark hair and very dark eyes, however i am blonde and blue, and my sister also has lighter hair (brown) and lighter (brown) eyes.... and as much as we like to joke, we are their kids hahahahah.

usually not, I think it is because the genes for blue eyes are recessive, they are overtaken by stronger genes. my aunt has blue eyes and blond hair but her husband has brown eyes & hair and my cousin has blond hair and brown eyes
