Attitude.
Your behavior all depends on your attitude. If my attitude is positive, then so will my behavior, but if I have a negative attitude then my behavior will be too!

Behavior. Our behavior is what we show others how we behave. How we've learned to interact with other people. 9 times out of 10 you will behave in a way you see fit according to the situation b/c we tend to try & be accepted by behaving accordingly.
Attitude is more like expressing your mood. We are more likely to cover up our attitude with behavior in order to keep our more aggressive thoughts or actions hidden...Behaving to fit before attitude to stand alone b/c of expressing what everyone else sees as 'misbehaving'.

With the right kind of attitude, a person is induced to behave in a particular way. So, attitude comes first.
Also, attitude is self-dependent. But behaviour is mostly situation dependent, especially when different type of people are present, a person behaves differently , again due to a particular attitude.
Example : a person who is having an attitude of being shy of presence of too many ladies, will behave one way in their presence and different way in the absence of ladies, even if men are there !

The obvious answer is that one's behavior is controlled by (or reveals) his or her attitude. However, a major prize in Psychology was just awarded to a psychiatrist who created cognitive therapy, the premise of which is that if you can control your impulses you ultimately can change yourself. That suggests that behavior is not necessarily reflective of attitude. If you choose to change your behavior (i.e. intercept your impulses and deliberately refuse to act on them) you can change your attitudes. Sadly, I think usually it's the other way around because we do not choose to control our impulses.

Attitude is inborn so you are you because of your attitude. How you behave is your behavior. So therefore Behavior comes after your Attitude.
