I would tend to try get the visa first so that you have the certainty and you don't need a ticket to get the visa. But, if you've looked at the application form, you will see that it requires you to nominate the day that you intend to arrive in the country. Most people will give the earliest date that they intend to go and it is not a problem if you go in later. But I understand that the visa will start from the date that you say you will enter as opposed to the actual date you enter. If you're keen to not waste any of the time you are given on your visa (ie you want your visa to start on the day you actually enter and not earlier) you might want to firm up your travel plans before applying.
Having said that, as long as you have all of the required documents in order, it usually isn't a problem to get a working holiday visa. It's just procedural where they check off things like whether you have enough money in your bank account etc. They might ask you a few questions though like where you are going to live in the UK so best to have a response to this question. Most countries (eg Australia) even have a same day service to get the visa.

Get your visa first. It's valid for upto a year before you enter the country and the visa doen't actually start until you set foot off the plane so you can have a better chance of choosing a cheaper flight!

Always get the visa first so you haven't wasted plane fare if you don't get the visa.
