Although it is almost impossible to prevent your children from "Chatting" because there are hundreds of chatting tools and websites they can use.

But, specifically for MSN, try to miss with it's settings and it will simply "NOT Connect".
From MSN messenger, Goto:
Tools> Options, then "Connection" tab.
Select the (I use a proxy server) to enable the Boxes below.
Enter any random numbers in the Server Box. and it will disable MSN from connecting.

Good luck.

I assume that you are talking about MSN Messenger???

Go into your firewall program and block the ports that MSN Messenger needs to communicate. Block the ones The built-in Windows Messenger uses also. I believe that MSN also has a web messenger, so guess what ...block them too if they are different.

Then put a password on the firewall so your kids can't get into it and change it.

Hope this helps you.

monitor their usage and what pages they are visiting. put a block on websites except for their research sites, you will be able to access them with a password. You can do this on your windows system under internet options and set age restrictions and such. That should work.. if not then I'm not sure. Hope you find something that works.
