You have to built a good relationship first before someone can talk to you. Some people just don't trust people easily and they try to avoid people. Try inviting that person to a birthday party. Find some similarity between the both of you. If that person have kids, have your kids play with theirs. When there's a special occasion, send a card that you're thinking about him/her. Be consistent and patience, and soon enough, this person will realize that you are a true friend, and not someone who will come and go.

Talk to them in the form of a question so that they have to reply. Ask their opinion...this board is full of people that like to give their opinion!
